The proficiency test
If you undertook a course of study in another Member State of the European Union covering subject areas that differ substantially from those of the Belgian law degree, you must pass the qualifying examination. This is organised by the Flemish Bar Association.
What does that proficiency test involve?
The proficiency test consists of:
- a written examination: civil law, including civil procedure; criminal law, including criminal procedure; and an elective subject (public law, administrative law, tax law, commercial law or social law)
- an oral examination: professional ethics and the subjects in which you did not pass the written examination.
The Flemish Bar Association organises this qualifying examination in Dutch, whilst the Order of the French- and German-speaking Bar Associations organises it in French and German. Further information can be found at www.avocats.be.
The registration fee for the qualifying examination is 750 euros*
* The registration fee is linked to the consumer price index. The base index figure is that for the month of April 2026 (base year 2013). The indexed amount remains unchanged until the end of the month in which a new index figure, rising or falling by at least 10 points since the last indexation, is reached.
On the first day of the month following the month in which a new index figure as referred to in the third sentence of the second paragraph is reached, the amount shall be indexed in accordance with the following formula: the new indexed amount is equal to the amount specified in the first paragraph, multiplied by the new index figure and divided by the initial index figure. The result is rounded to the nearest euro.
